All jurisdictions are moving towards putting health care "on-line". The benefits are obvious and well documented, but the challenges are steep. Privacy, customer experience, patient centered services, usability, scalability, cloud computing, ePayments, and enterprise security are all dependent upon effective identity and authentication services being provided at the core. New solutions such as single-sign-on and federation are being developed to address those needs, but these solutions are facing increasing challenges from Privacy Commissioners, advocacy groups and citizens who are rightly concerned about how governments and the private sector collect and use personal information.
This session will address the possible role of government and some solution ideas for the broader public service and citizens that enable the right people to get access to the right information at the right time and for the right purpose.

Synopsis - A New Health Service for Liverpool - Dusting away the Cobwebs providing joined up shared care
A key aim of the New Health Service for Liverpool is to deliver services in the right place, by the right professional, at the right time, providing joined up shared care services for patients. The ultimate vision for the provision of joined up care in Liverpool is the implementation of a fully integrated 'virtual' electronic record for patients through which, clinically significant information as determined by the patient and their provider can be viewed by other clinicians no matter where the patient is being treated. This underpins the delivery of the New Health Service for Liverpool strategy by enabling clinicians to have access to view and record the clinical information they need to treat patients safely and effectively in a Primary, Community, Secondary or Out of Hours setting.
Ultimately in a few years time, Liverpool patients will see the creation of centres of excellence providing many elements of joined up health care to patients. All this of has been enabled through our clinical systems integrating and interoperating under the auspices of formal data sharing agreements between providers as standard practice with one another to ensure the continuity of care to patients. Significant progress has been made to date in Liverpool which has broken new ground nationally throughout the UK with the sharing of clinically rich patient records, held historically in hundreds of separate silos. This work has moved at a rapid pace, led by clinicians to underpin the delivery of a world class health service for patients.

The Document Impact on the Longitudinal View within an EMR
As EHR and EMR projects progress in Canada, clinicians will have more information readily available in various formats. Some of the information will be exchanged using HL7 messages from jurisdictional and provincial EHR domains, while other information such as consult reports, discharge summaries, Operating Room reports, etc will be shared as documents. This presentation will address the issue pertaining to a clinician's ability to view the longitudinal record of a patient; in other words, how will information be viewed on an EMR screen if information is kept within both non-structured electronic documents and EMR / EHR data?
