President and Chief Executive Officer, Canada Health Infoway
Mr. Alvarez is a leader in Canadian health care. He is known for taking on challenging mandates and building successful organizations. As President and Chief Executive Officer of Canada Health Infoway he has been a catalyst for accelerating the development of electronic health records in Canada. He has established strong, collaborative relationships with the federal, provincial and territorial governments and other stakeholders as the foundation for solid progress. He has articulated a broad national vision for reforming Canada's health care system through innovation and technology. On the international front, he has helped to position Canada as a world leader in health care renewal.


Dr. Alan Brookstone

Dr. Alan Brookstone is a family physician, partner The ClearView Group and founder of CanadianEMR and AmericanEHR Partners. He is a nationally and internationally recognized expert in the field of EMR adoption and use. He acts as an advisor to the Alberta, British Columbian and Ontario EMR programs and is an international advisor to Singapore on their national GP EMR strategy. In 2007, he gave up his clinical practice to focus full time on Health IT Consulting.


Mark Dixon

Mark Dixon

Mark Dixon has 29 years in the IT business with the past 20 in sales with a focus on Outsourcing for private an public sector. Mark has been on both the customer and vendor side and offered consulting services as well. Prior to joining TELUS Sourcing Solutions as Vice-President of Business Development, Mark was the President of ACS Government Solutions Canada Inc. leading public sector outsourcing of Transit Card Management, Red Light Cameras and Claims processing. Mark crafted custom solutions for customers, spoke at conferences for MISA, Broadband and was recently published in Summit Magazine on the topic of Creating Capacity in the Public Sector. As a consultant, Mark helped Fortune 500 companies decide on whether or not to outsource and negotiated Outsourcing deals on their behalf. Mark’s first experience came over 20 years ago when he outsourced his own IT department as the IT Director for Marks & Spencer Canada. With a well rounded background in public and private sector Mark can speak clearly on all aspects of Alternate Service Delivery models, the benefits, the pitfalls and some of the best practices he has helped develop for both vendors, operators of outsourcing deals and customers.


John Dyble

John Dyble was appointed Deputy Minister of Health Services on June 2, 2009. He has a Bachelor of Applied Science in Civil Engineering (1982) as well as a Master’s of Business Administration, both from the University of British Columbia.

Before joining the British Columbia Public Service, he worked in consulting engineering at Sandwell Swan Wooster. As part of his consulting engineering work, he spent time in a number of countries, including Mozambique, Bangladesh, Cameroon and Turkey.

In 1989, he joined the Ministry of Regional and Economic Development. In 1993, he was appointed Regional Director the Vancouver Island/South Coast Region in the Ministry of Small Business, Tourism and Culture. John became the Assistant Deputy Minister of Planning and Major Projects at the Ministry of Transportation and Highways in 1997. He was subsequently appointed Assistant Deputy Minister of Highways in 2001. John was appointed Deputy Minister of Transportation in 2005 and served in that capacity until January 2009 when he was appointed Deputy Minister of Forests and Range.

Kevin Falcon

Kevin Falcon was appointed Minister of Health Services on June 10, 2009. MLA Falcon was first elected in 2001 to represent the riding of Surrey-Cloverdale, and was re-elected in 2005 and 2009. He was previously appointed Minister of Transportation on January 26, 2004 and initially served as Minister of State for De-regulation.

He previously served as Minister of Transportation since January 26, 2004, overseeing a capital program that included the Kicking Horse Canyon, the Sea-to-Sky Highway and the William R. Bennett Bridge, among many others.

Minister Falcon's leadership earned him recognition in Vancouver Magazine’s annual ranking of the city’s 50 most influential leaders in 2008.

Before his election to the Legislative Assembly in 2001, he was president of Access Group, a corporate communications firm he founded in 1998. He has also worked in the real estate development industry and was vice-president of Northwest Investment Properties. He received his bachelor of arts degree from Simon Fraser University, and his real estate education at the University of British Columbia.


Pat Finerty

Pat Finerty, is the Vice President of Alliances and Business Development for SAS, based in Toronto, Canada. Mr. Finerty has over 20 years of experience in Management Consulting, Services Delivery, Sales and Executive Leadership with organizations including the European Space Agency, Loyalty Management Group and PricewaterhouseCoopers.

Mr. Finerty has provided leadership to SAS’ Healthcare Practice since 2004. Sample projects Mr. Finerty has been involved with include HIPP (Health Insight Prediction Platform), WHIC (Wizard for Hospital Indicator Calculation), Intellihealth (a 1000 user BI Platform), DISH (Data Integration Systems for Healthcare), and establishing a Patient Safety Organization in partnership with GE Healthcare.


Joe Gallagher

Joe Gallagher is the Chief Executive Officer for the First Nations Health Council. Joe is a member of the Sliammon First Nation and previously held the position of Director of Programs for First Nations Inuit Health. In his work with the First Nations Health Council Joe is responsible to provide coordination and leadership to the overall effort of the First Nations Health Council to implement the Tripartite First Nations Health Plan on behalf of First Nations Communities in British Columbia. Joe holds a Bachelor’s degree from the University of Victoria and has over 15 years of experience working with many First Nations communities in British Columbia.


Todd Genton

With over 22 Years of experience, Mr. Genton has consulted extensively to significant organizations in the public and private sector in North America, Asia Pacific and Europe. Todd has a cross Sector focus which includes Financial Institutions, Distribution, Communications and Industrial while concentrating on both strategy and operations. Particularly in the areas of financial management, which includes: finance strategy; finance transformation; finance organizational design; governance, risk and compliance; performance measurement; SEM including balanced scorecard; customer and product profitability; planning, budgeting and forecasting including activity based budgeting; process transformation; business IT strategy; and, technology driven transformation including ERP, BI and CPM.


Grand Chief Doug Kelly

Grand Chief Doug Kelly is married, with a blended family of six adult children, he resides on the Soowahlie Indian Reserve located near Cultus Lake, BC.

Kelly is a member of the First Nations Health Council. The First Nations Health Council is responsible for overseeing the delivery of health action items identified in the Tripartite First Nations Health Plan and is including the design of a new First Nations Health Authority for BC First Nations.

Grand Chief Doug Kelly has more than twenty-five years of leadership experience and 13 years in senior management positions.


Arden Krystal

Arden Krystal provides executive leadership and strategic oversight for the design and delivery of a range of community and acute care programs and hospitals that contribute to an integrated and sustainable health care system. This includes population health-focused programs such as Women’s Health; Maternal, Infant, Child and Youth; Health Promotion, Prevention and Protection; Rehabilitation; and Older Adults. Also included are acute care programs such as Surgery, Cardiac Sciences, Renal, Critical Care, Emergency and Trauma. Arden provides executive leadership for three referral hospitals -- Abbotsford Regional, Royal Columbian, and Surrey Memorial --- and three community hospitals – Burnaby, Ridge Meadows, and Eagle Ridge.


Dr. Francis Lau

Dr. Francis Lau is a PhD graduate in medical informatics specialized in the design, implementation and evaluation of health information systems. He has a diverse background in business, computing and medical sciences, with 14 years of professional experience in the IT industry. Dr. Lau's current research foci are in health information system evaluation, clinical vocabularies, and palliative care informatics. He is the recipient of the eHealth Chair funded by CIHR/Infoway to establish an eHealth Observatory to monitor the impact of health information system deployment in Canada.


David Le Penske


Michael MacDougall

Michael MacDougall has been the Chief Operating Officer for the Ministry of Health Services since 2006. Michael’s portfolio includes Finance and Corporate Services Division, Pharmaceutical Services Division, Health Sector IM/IT Division, and Stakeholder Relations Divsion; as well, he is executive leader for the Emergency Management Unit, Intergovernmental Affairs, and the Emergency Health Service Commission (which oversees the BC Ambulance Service and Healthlink BC).

As COO, Michael has been Government’s lead on the establishment of the Health Authority Shared Services Organization, which is projecting a total cumulative savings of more than $181 million in its first five years of operation; he oversees the health sector annual operating budget of over $14 billion and a health sector capital budget of $1 billion.

Prior to joining the Ministry of Health Services, Michael was the Chief Executive Officer of Shared Services BC, a $700 million business providing information technology, property management and supply chain management services to government ministries and the broader public sector. His 22 year career in the public service has also included positions in policy, corporate development, organizational management and finance.

Michael has a Master’s degree in Public Administration and a Bachelor’s degree in Science, both from the University of Victoria.


Mary McNeil

Mary McNeil is the Minister of Citizens' Services, Multiculturalism and the Public Affairs Bureau.

Prior to this Cabinet posting, she was appointed Minister of State for The Olympics and Actnow BC.

Minister McNeil was elected MLA for Vancouver-False Creek in the 2009 general provincial election.

Most recently, Mary served as president and CEO of the BC Cancer Foundation for eight years. She has served in key roles for international economic events including the G7 meetings in Halifax and Toronto, APEC in Vancouver and the XI international conference on AIDS.

Mary has also served on the Vancouver Police Board for four years.

Mary was born and educated in Vancouver and has lived in Yaletown for 11 years with her husband of 38 years, Rod. She has raised four daughters and currently has eleven grandchildren.


José Mussi

José Mussi brings over 30 years of experience in architecting and implementing very large, complex and globally deployed systems. He is a recognized thought leader in Electronic Health Record solutions. Until 2006, José was the senior group director and EHR architect for clinical domains at Canada Health Infoway, co-responsible for developing the vision and solution architecture (business, conceptual and technical) for the Pan-Canadian interoperable EHR.

A founding partner of JRS Partners, a consulting firm dedicated to healthcare information technology, José has been the lead architect in several jurisdictional EHR initiatives across Canada.

José has been closely involved with IHE (Integrating the Healthcare Enterprise) activities in North America. He helped create IHE Canada and is currently its President

Dr. Jigar Patel

Dr. Jigar Patel is a physician executive with Cerner Corporation. He works with current and prospective clients to help them understand how Cerner solutions and services can positively impact their work.

Before joining Cerner in 2007, Dr. Patel was an assistant professor of pathology at the University of Kansas Medical Center and associate medical director of the Community Blood Center of Greater Kansas City.

Patel received his bachelor’s degree and medical degree from Case Western Reserve University. He completed internship in general surgery and a residency in anatomic and clinical pathology at University Hospitals of Cleveland. He also completed a fellowship with Cleveland Citywide Transfusion Medicine.


Bert Phipps

Bert Phipps assumed the position of Chief Operating Officer at Shared Services BC, within the Ministry of Citizens’ Services, in March 2010.

This follows a long career in the Corrections Branch of the Ministry of Public Safety and Solicitor General, where he served for the last six years as an Assistant Deputy Minister.

Bert’s success leading Corrections through a major restructuring prepared him well for his current work transforming Shared Services BC. His focus today is on building strong relationships with partners throughout government and the broader public sector, to more effectively manage infrastructure and control costs, in support of the priority services British Columbians rely upon.


Dale C. Potter

Dale C. Potter is a proven Leader and Senior Executive with a proven track record in the delivery of Information Technology Solutions.

Dale is currently Senior Vice President and CIO of The Ottawa Hospital which is one of the largest Academic, Teaching Health Care Institutions in Canada with 3 Campuses and 15,000 employees. Dale has been in this role since August 2008.

Prior to his current role Dale was the CIO of Alcan Engineered Products based in Paris France and before that Vice President Information Services and CIO of Bombardier Transportation based in Berlin Germany. Dale also has more than 12 years consulting experience in large, complex Global Program Delivery and Solution Architecture.


Alison Tonge

Alison Tonge is the Executive Vice President of Strategy and Performance for Alberta Health Services, with responsibility for research and innovation, nursing strategies, health professionals strategies, strategic and service planning, data integration-measurement and reporting, health information management, system accountability and the Edmonton health service delivery zone.

Prior to joining Alberta Health Services, Ms. Tonge’s was employed in the United Kingdom's health care system. Her most recent post was the Executive Director of Health System Development at NHS North West responsible for innovation, transformation programmes, foundation trust development, strategic system review, consultations and market development. She also served previously as Deputy Chief Executive at Stockport Primary Care Trust, where she was responsible for finance, estates, commissioning services and performance.

Ms. Tonge is a qualified Public Accountant, holds a Masters in Business Administration (Health Economics and Management) from Keele University, a Post-graduate degree in Health Economic Research from Keele, and a Bachelor of Science (with honours) in Economics and Economic Policy from Loughborough.


Laura Waltrip

Laura Waltrip is a leader in the Dell Services North American Consulting Practice and is responsible for oversight of consulting engagements for technology-enabled business and clinical transformation. She routinely provides strategic, business, and clinical advisory expertise and is driven by a clear goal of advancing clinical care delivery capabilities to improve quality and safety patient outcomes.

Current responsibilities also include providing thought leadership and guidance for the ongoing development and implementation of the Dell Services “ADOPTS” Healthcare Transformation methodology.


Jeannie Wexler

As Executive Lead for SSO since its inception in early 2008, Jeannie has led the organization through start-up activities to the assumption of accountability for its current five business streams - Supply Chain, Technology Services, Accounts Payable, Accounts Receivable and Payroll. Under Jeannie’s leadership, SSO is already delivering on its vision of maximizing the resources that go to direct patient care by improving cost effectiveness for the health authorities.
